PS Dr Diana Atwine ‘Fires’ Embattled Mulago Boss Dr Baterana Byarugaba

Dr Diana Atwine, the permanent secretary of the Ministry of Health (MoH), has suspended Dr Baterana Byarugaba, the executive director of Mulago National Referral Hospital.

On March 02, PS Dr Atwine issued an interdiction letter for Dr Byarugaba.

Dr Rosemary Byanyima has been appointed the acting executive director.

Dr Atwine, who previously headed the State House Health Monitoring Unit that recently arrested Dr Byarugaba over abuse of office and embezzlement, quoted sections F-s and F-r of the public service standing orders of 2021 in her letter of interdiction to the long-serving Mulago boss.

“Pursuant to section F-s and F-s of the public service standing orders 2021, you are hereby interdicted from duty to pave way for investigations and you will receive half pay with immediate effect until the charges against you have been cleared,” wrote Dr Atwine.

She directed Byarugaba to stay out of office and not to attempt to interfere with investigations into charges against him.

During his interdiction period, he will receive a half of his salary.

He is also expected to stay in the country until he has been cleared or convicted.

“You are therefore required to hand over office to your deputy director Rosemary Byanyima in accordance with section F-d(4) of the public service standing orders and keep away from your duty station until you are advised otherwise. During this period you shall not leave the country without my written permission,” Atwine added.
