Amama Mbabazi’s Wife Jacqueline, Sam Kutesa’s Daughter Musherure and Moses Ali’s Son Siraji Musa Ali Appointed Ministers

Amama Mbabazi’s Wife Jacqueline, Sam Kutesa’s Daughter Musherure and Moses Ali’s Son Siraji Musa Ali have been appointed ministers, according to a cabinet list released by President Yoweri Museveni. The cabinet will work with the president until 2031 when his new five-year term ends.

Museveni appointed Jacqueline Mbabazi Ruhindi, wife of former prime minister and ex-secretary general of the ruling National Resistance Movement (NRM), the junior minister in charge of elderly affairs.

Minister of State for Gender, Labour and Social Development, Elderly Affairs: Hon. Jacqueline Mbabazi

Jacqueline Mbabazi is a veteran public servant and long-time member of the ruling National Resistance Movement (NRM). Over the years, she served in several senior government and party-linked positions, including Commissioner for Customs and Excise at the Uganda Revenue Authority and Managing Director of Luwero Industries. She also served as the national chairperson of the NRM Women’s League, a role that placed her at the center of internal party politics during the fallout between her husband, former Prime Minister Amama Mbabazi, and President Yoweri Museveni ahead of the 2016 elections.

As NRM Women’s League chairperson, Jacqueline Mbabazi became one of the most outspoken voices within the party during the succession debates that rocked the ruling movement. In 2014 and 2015, she publicly opposed attempts by some party officials to declare Museveni the sole NRM presidential candidate, insisting that the Women’s League had never formally endorsed such a position. Her stance elevated her national profile and underscored the growing divisions within the NRM at the time.

In 2025, Jacqueline Mbabazi contested for the position of Member of Parliament representing Older Persons for Western Uganda under the NRM ticket. In the party primaries, she polled 215 votes to defeat her closest rival, Patrick Kyamukate Mutabwire, who secured 162 votes, while other candidates shared the remaining ballots. Although her victory was later challenged before the NRM Election Disputes Tribunal, she eventually made it to Parliament as the Western Region Older Persons representative, marking a major political comeback for the Mbabazi family.

Minister of State for Finance, Planning and Economic Development, Micro-Finance: Hon. Shartsi Kutesa Musherure

Shartsi Musherure Kutesa rose to national political prominence during the fierce contest for the Mawogola North parliamentary seat in Sembabule District. She is the daughter of veteran politician Sam Kutesa and became one of the most talked-about first-time legislators during the 2021 general elections because of her political battle with members of President Museveni’s family.

During the heated 2020 NRM primaries, Shartsi faced off with Godfrey Aine Kaguta, commonly known as Sodo, who is Museveni’s younger brother. Although Sodo initially emerged winner in the party primaries, the result was challenged and later nullified by the NRM tribunal, forcing both candidates to run as independents. However, shortly before the 2021 general election, Sodo withdrew from the race following family negotiations reportedly spearheaded by Museveni, clearing the path for Shartsi to capture the Mawogola North seat.

Shartsi served as Mawogola North MP from 2021 until 2026. Ahead of the 2026 elections, she withdrew from the race after consultations with Museveni and senior family members, citing the need to preserve unity within the NRM and avoid the violence and divisions that had characterized the earlier contest. Her withdrawal paved the way for Sodo’s political comeback, effectively bringing her parliamentary tenure to an end.

Minister of State for Works and Transport, Works: Mr. Siraji Musa Ali

President Yoweri Museveni has appointed Siraji Musa Ali to the position of State Minister for Works and Transport, ushering the son of veteran politician Gen. Moses Ali into national executive leadership as his father quietly bows out of active Cabinet service after many years at the top of government.

Siraji was unveiled in Museveni’s 2026–2031 Cabinet lineup and handed the Works docket, a key portfolio within the Ministry of Works and Transport, which oversees some of the country’s most critical infrastructure and development projects.

His entry into Cabinet coincides with the absence of Gen. Moses Ali from the new ministerial team, effectively drawing the curtain on the long political career of one of Uganda’s most influential historical figures. For decades, Moses Ali occupied powerful positions within government and remained among the most recognisable leaders from the West Nile sub-region.

Before leaving Cabinet, Moses Ali served as First Deputy Prime Minister as well as Deputy Leader of Government Business in Parliament, roles that cemented his standing as a senior statesman and one of the highest-ranking Muslim leaders in the country’s political establishment.

Originally a leader of the Uganda National Rescue Front (UNRF) rebel movement, Moses Ali later reconciled with Museveni and became a central figure within the NRM administration. He went on to play a significant role in restoring political stability in West Nile following years of armed conflict and unrest.

Political observers view Siraji Musa Ali’s appointment as both an effort to maintain the family’s influence in West Nile politics and a broader sign of generational transition within the ruling party. To many within political circles, the move reflects a carefully managed transfer of influence from father to son.

Gen. Moses Ali has remained politically relevant for decades, surviving multiple political transitions and maintaining close ties to the centre of power. With Siraji now entering Cabinet, the family’s foothold within national politics appears set to continue into a new generation.

Although Siraji has traditionally operated away from the national spotlight, he has recently become more visible in NRM mobilisation activities and regional political organisation efforts across West Nile.

His appointment now places him at the heart of government infrastructure planning, with responsibilities tied to road development, transport policy, and implementation of major national connectivity programmes.
