
The Office of the President has dismissed growing speculation about a possible overhaul of Uganda’s Resident District Commissioner (RDC) structure, insisting that there are currently no plans to replace serving RDCs, Resident City Commissioners (RCCs), Deputy RCCs, Deputy RDCs, or Assistant RDCs and assistant RCCs.
The clarification was issued by Permanent Secretary Haji Yunus Kakande, who also cautioned members of the public against individuals allegedly exploiting what had appeared as uncertainty over the jobs to extort money from people seeking government appointments.

According to Kakande, all RDC positions across the country are occupied and there is no ongoing recruitment process for the posts.
“People should stop paying money to conmen for RDC jobs. These positions were already filled and the office holders are currently serving,” Kakande told national broadcaster UBC.
“There will be no changes to RDCs, Deputy RDCs, or Assistant RDCs at this time.”
The statement seeks to clear persistent rumors on social media and in political circles suggesting that fresh appointments could be made as government prepares for a new political cycle stretching toward 2031.
Kakande’s remarks effectively shut down claims that vacancies exist within the RDC system and signal that the current office holders will continue carrying out their duties unless officially communicated otherwise.
He also made it clear that replacements for the jobs of RDCs, RCCs, deputies and assistants only happen in cases where a few holders of these positions face disciplinary measures that necessitate that these positions be filled by new people
At the same time, the Permanent Secretary reiterated that government is considering improvements to the welfare of RDCs and other local government leaders through future salary adjustments.
He disclosed that salary enhancement for RDCs, Deputy RDCs, Assistant RDCs and LCV Chairpersons has been earmarked for the 2026-2027 financial year.
The planned review, he explained, follows government’s phased approach to public sector salary enhancement, which prioritizes different categories of workers based on available funding and national budget considerations.
“In the coming financial year, government has prioritized salary enhancement for arts teachers, but RDCs, Deputy RDCs, Assistant RDCs, and LCVs are also scheduled for enhancement in the 2026-2027 financial year,” Kakande stated.
The emphasis is likely to be welcomed by RDCs who have for years pushed for improved remuneration and facilitation, arguing that their workload has increased significantly as government programs continue to expand.
RDCs serve as the President’s representatives at district level and are responsible for coordinating government activities, overseeing implementation of public programmes, mobilizing citizens, monitoring service delivery and maintaining security.
Their responsibilities have become even more prominent with the rollout of major government initiatives including the Parish Development Model (PDM), Emyooga and other wealth-creation interventions targeting households across the country.
Government considers RDCs as being central to ensuring that funds and programs reach intended beneficiaries, making their offices critical in monitoring performance and accountability at grassroots level.

The latest communication from the Office of the President is expected to calm uncertainty surrounding RDC appointments while also offering assurance that welfare concerns raised by district-based government representatives have not been ignored.
With salary enhancement plans already outlined and no recruitment exercise on the table, Kakande’s message leaves little room for speculation: the current RDC structure remains intact, and anyone claiming to offer RDC jobs for money is misleading the public.
