In our continued coverage of the staff under the presidency, we take a look of the names of Museveni’s 657 RDCs, deputies and assistant RDCs – and how much each earns.
President Yoweri Museveni employs 144 Resident District Commissioners (RDCs) in case of districts and Resident City Commissioners (RCCs).
He also has 168 deputy RDCs and deputy RCCs.
On top of these, the president has 345 assistant RCCs and assistant RDCs.
657 RDCs are unconstitutional and burden to economy
The office of an RDC was created by Article 203 of the Constitution, thus, “There shall be for each district a Resident District Commissioner who shall be appointed by the President.”
The same article 203(2) further reads, “for a person to be appointed a Resident District Commissioner, he or she shall be a citizen of Uganda and qualified to be a Member of Parliament.”
The functions of an RDC include monitoring the implementation of central and local government services in the district. An RDC is also the chairperson of security committee of the district.
He or she may undertake any other functions as may be assigned by the president or prescribed by Parliament by law.
But opposition MPs led by Kira Municipality’s Ibrahim Ssemujju Nganda expressed with the functions of RDCs and RCCs.
“The numbers of RDCs is determined by the Constitution. And all RDCs are attached to the district. These days there are RDCs at the headquarters. Someone is appointed RDC and his/her deployment is headquarters,” Ssemujju and his colleagues noted.
Ssemujju and fellow opposition MPs also maintained that Parliament of Uganda should be approving money to facilitate RDCs but “not the illegally created and appointed deputy and assistant RDCs.”
They also called for the restructuring of the Mobilization and Security Department under the President’s Office where RDCs, RCCs, their deputies and assistants have been bundled.
“No money should be approved for deputy and assistant RDCs because they are illegal in the Constitution. The RDCs have in fact become the defacto NRM districts chairmen,” Ssemujju and colleagues noted.
“Their main activity is politicking. They are responsible for monitoring but now it is the President photographing himself with people’s eggs, pigs and chicken.
“Also take note that the President continues to appoint people outside approved recruitment plan which offends section 12 of the Public Finance Management Act.”
An assistant RDC or assistant RCC earns about Shs817,000 and allowances almost above this figure every month.
RDCs and RCCs
A deputy RDC or deputy RCC earns nearly Shs1.3m every month and allowances about this same figure.
An RDC or RCC earns nearly Shs2.3m and allowances nearly this figure every month, according to data seen by The Pearl Times. Assistant RDCs and RCCs are expected to get brand new vehicles after the 2026 elections, as reported Here and There.
