Why sacked ISO boss Col Kaka Bagyenda has rejected Museveni ambassador job

Former Internal Security Organization (ISO) director Col Frank Kaka Bagyenda has declined an offer to become President Yoweri Kaguta Tibuhaburwa Museveni’s government ambassador to Angola.

Museveni fired Kaka as ISO boss in October 2020, replacing him with Lt Col Charles Oluka.

Barely a month after he sacked Kaka, Museveni appointed the ex-ISO chief Uganda’s ambassador to Angola.

But before proceeding to Luanda, Angola, Kaka needed to go for vetting in Parliament.

Kaka skipped his vetting before Parliament’s Appointments Committee.

He texted committee members that he was so sick that he could not make it for vetting.

Uganda currently has no embassy in Angola.

Museveni hoped Kaka would help establish an embassy in the Angolan capital Luanda.

But Kaka is said to have informed the appointing authority he was not available for ‘deployment’ in Angola.

Reports claim Kaka had told Museveni he would want to focus on his private businesses such as his several agricultural enterprises and hotels, including Panoma Hotel in the island district of Kalangala.
