UNEB, State House write to Parliament over Presidency Minister Designate Babalanda’s academic papers

Assessment body Uganda National Examinations Board (UNEB), and State House have written to Parliament explaining the querries raised by the Appointments Committee about Minister for the Presidency designate Milly Babirye Balanda’s academic documents and name changes.

Babalanda’s appointment was halted after the vetting committee found some inconsistencies in her names and academic documents and hence sought for clarification before she could get cleared.

The Minister designate’s Ordinary Level (O’level) certificate presented to the committee shows that she sat for eight instead of ten subjects as is required by law. Of these, Physics and Chemistry –compulsory subjects – were missing.

Another objection was about the differences in the names on her documents and those written on her appointment letter.

Where as Babalanda’s documents read ” Milly Babirye Babalanda, the person appointed by the President is “Mariam Doka Babalanda.”

It’s against this background that background the vetting process was halted by Deputy Speaker Anita Among untill the questions above are cleared.

We have however exclusively learnt that both UNEB and President Museveni have written to the Speaker regarding the matter.

President Museveni, on his part clarified that Milly Babirye Balanda is the person she appointed and not ‘Mariam Doka Babalanda” as was written earlier.

On Babalanda’s O’level certificate having eight and not 10 subjects (and not registering for Chemistry and Physics), UNEB has also explained in the Monday, June 14 letter that she sat for the exams under the adult literacy program where the two subjects are optional.

By close of June 14, the office of the speaker had received both letters which will be presented to the committee when it convenes this morning to conclude the vetting process.
