Senior NRM Cadre Tells Museveni: Give Norbert Mao Strategic Job for Northern Uganda’s Sake

A senior NRM cadre has told Museveni to give Norbert Mao a strategic job, for Northern Uganda’s sake. Norbert Mao, the opposition Democratic Party (DP) president general, is currently the justice and constitutional affairs minister.

Mao entered a cooperation agreement with President Museveni in 2022. In the January 2026 parliamentary elections, he was elected MP and will represent the people of Laroo-Pece in the 12th parliament.

Mao is now seeking to the highest job in parliament: the speakership. He has insisted on wrestling with incumbent speaker Anita Among, who already has the blessing of the NRM Central Executive Committee (CEC) that wants to maintain the status quo.

Capt Mike Mukula, a former government minister and ruling National Resistance Movement (NRM) vice chairperson for eastern Uganda, has expressed support for Anita Among.

“In affirmation of the enduring tradition of two terms for the Speaker, I proudly endorse Rt Hon Annita Annette Among (MP) as Speaker of Parliament and Rt Hon Thomas Tayebwa as Deputy Speaker,” wrote Capt Mukula.

“Their stewardship shall embody dignity, respect, and unwavering service to our nation.”

He has also urged President Yoweri Museveni, also the NRM national chairman, to consider Mao as a way of rewarding Northern Uganda as a way of promoting national unity.

“As a senior NRM cadre and mindful of our cooperation agreement with the DP, I respectfully urge the President to consider an appropriate and strategic appointment that reflects and represents the Northern region in the forthcoming slate,” he wrote. “Inclusive leadership strengthens national unity.”
