Kibwezi West MP Mwengi Mutuse, the mover of the motion to impeach Kenya’s deputy president or DP Rigathi Gachagua, has explained to his colleagues in the National Assembly that the country’s number two has accumulated unexplained wealth in the two years he has been in office.
Rigathi Gachagua impeachment motion made it to the House after National Assembly Speaker Moses Wetangula confirmed the receipt of notice of motion for the proposed removal from office by impeachment of the Deputy President.
Speaker Wetangula then announced his decision to allow DP Rigathi Gachagua’s impeachment motion, reasoning that the mover of the same, Kibwezi West MP Mutuse, had met the required threshold of signatures needed for it to be considered.
Mutuse’s motion was dated September 26 but Wetangula’s office received it on September 27. In his view, Wetangula said the motion meets the requirements relating to form and threshold set out in Article 145 (1) and 150 (1)b of the constitution and standing orders 64 (1).
“I have also satisfied myself that the number of members who have appended their signatures in support of the special motion exceeds the minimum threshold of 117 members in this House,” he noted.
It emerged that up to 291 members of the National Assembly had appended their signatures to the the motion to impeach Deputy President Rigathi Gachagua.
MP Mutuse said he did not hate Rigathi Gachagua but was just being a responsible citizen and leader of his constituency and nation. “I have no grudge, malice, ill will, or any personal vendetta against Gachagua,” he said.
“I am just doing my duty as a citizen of the republic of Kenya and executing my mandate as a member of this house to bring this motion.”
He then read the names of those who had signed the motion to impeach Gachagua, calling them patriots.
“For purposes of completeness of the record, the standing orders require that the mover of the motion reads all the names of the members who are in support of the motion for openness. I therefore read the names of the patriots beginning with myself,” he said, then proceeded to read the names.
Among other charges, Rigathi Gachagua faces allegations of fuelling hatred and of violating provisions of the constitution. Mutuse also accused the deputy president of economic crimes, corruption and of, particularly accumulating unexplained wealth.
“I will demonstrate before this house that Gachagua has committed crimes under section 45(1) Section 46, Section 47A (3), Section 48(1) of the anti-corruption and economic crimes act by using his office to unjustly enrich himself, to acquire within two years properties beyond 55.2 billion,” Kibwezi West’s Mwengi Mutuse submitted.
“During the Presidential debate, Rigathi Gachagua did declare that he was worth 800 million. We are aware that he is paid slightly over 1 million meaning that for the last two years, the much he could have accumulated justly is about 24 million. I will demonstrate before Kenyans that he has properties to himself worth Ksh 5.2 billion. This is what we call unexplained assets.”
