For years, public debate over government pay has revolved around teachers, health workers and other civil servants who received salary enhancements. But tucked away in the government’s new salary structure for the 2026/2027 financial year is another story—one that reveals the elite offices at the very top of Uganda’s public service pay scale.
The figures, contained in the Circular Standing Instruction (CSI) Salary Structure for the 2026/2027 financial year, show that the country’s highest-paid public officers are found not in Cabinet, but in constitutional oversight institutions, the Judiciary and the specialised unit responsible for presidential aviation.
An analysis by The Pearl Times, of the salary schedules for Specified Officers, the Judiciary and the Presidential Aviation Crew shows that the highest-paid government positions now earn between Shs25 million and Shs37 million every month in basic salary alone, excluding allowances, gratuity, housing, transport, security and other employment benefits attached to the offices.
The rankings also offer a glimpse into the government’s priorities, with institutions responsible for fighting corruption, safeguarding public finances, administering justice and ensuring the safe transportation of the Head of State commanding the highest salaries in public service.
1. Inspector General of Government (IGG) – Shs37 million per month
Leading the list is the office of the Inspector General of Government (IGG), Uganda’s constitutional anti-corruption watchdog.
The IGG is responsible for investigating corruption, abuse of office, maladministration and violations of the Leadership Code, making it one of the country’s most powerful accountability institutions.
Under the new salary structure, the office earns Shs37 million every month, translating into Shs444 million annually in basic salary.
2. Auditor General – Shs36.1 million per month
Coming second is the office of the Auditor General, the constitutional authority charged with auditing government ministries, departments, agencies, local governments and public enterprises.
The Auditor General plays a central role in promoting transparency and accountability in the management of public resources.
The office attracts a monthly basic salary of Shs36.1 million, amounting to Shs433.2 million a year.
3. Executive Director, Presidential Aviation – Shs32.16 million per month
The third highest-paid office is the Executive Director of Presidential Aviation, who heads the highly specialised unit responsible for managing the President’s air transport operations.
The office earns Shs32.16 million every month, translating to approximately Shs385.9 million annually.
4. Deputy Inspector General of Government – Shs32 million per month
The Deputy Inspector General of Government assists in leading Uganda’s anti-corruption agency, supervising investigations and supporting the enforcement of accountability laws.
The office receives a monthly salary of Shs32 million, equivalent to Shs384 million annually.
5. Chief Pilot, Presidential Aviation – Shs30.25 million per month
Entrusted with the responsibility of commanding presidential aircraft and overseeing flight operations, the Chief Pilot ranks among Uganda’s best-paid government employees.
The position earns Shs30.25 million every month, or approximately Shs363.09 million annually.
6. Chief Engineer, Presidential Aviation – Shs29.37 million per month
Behind every presidential flight is a team of highly trained aviation engineers led by the Chief Engineer.
The office is responsible for ensuring the airworthiness and maintenance of the presidential fleet.
It earns Shs29.37 million monthly, translating into Shs352.5 million annually.
7. Captain, Presidential Aviation – Shs28.52 million per month
Captains serving in the Presidential Aviation unit also rank among the country’s highest-paid technical professionals.
Each earns Shs28.52 million every month, amounting to approximately Shs342.25 million annually.
8. Pilot, Presidential Aviation – Shs27.69 million per month
Pilots assigned to the presidential fleet receive Shs27.69 million monthly, equivalent to Shs332.28 million annually.
The specialised skills required to operate presidential aircraft place the position among the highest-paying technical jobs in Uganda’s public service.
9. Chief Justice – Shs26.5 million per month
The Chief Justice, Uganda’s highest-ranking judicial officer and head of the Judiciary, also features prominently on the list.
As the leader of the country’s judicial system and head of the Supreme Court, the office carries enormous constitutional responsibility.
It attracts a monthly basic salary of Shs26.5 million, translating into Shs318 million annually.
10. Deputy Chief Justice – Shs25 million per month
Rounding off the top ten is the office of the Deputy Chief Justice, who deputises the Chief Justice and heads both the Court of Appeal and the Constitutional Court.
The position earns Shs25 million every month, amounting to Shs300 million annually.
Why These Offices Earn the Most
The salary rankings reveal a clear pattern.
Rather than rewarding political office alone, the government’s highest salaries are concentrated in institutions that carry constitutional mandates or require highly specialised expertise.
The Inspectorate of Government and the Office of the Auditor General are entrusted with safeguarding public resources and promoting accountability. The Judiciary serves as the guardian of the Constitution and the rule of law. Meanwhile, Presidential Aviation requires professionals with rare technical qualifications responsible for the safe transportation of the Head of State.
Taken together, the rankings suggest that constitutional responsibility, institutional independence and specialised technical skills remain the strongest determinants of top public-sector pay.
The figures published in the Circular Standing Instruction represent basic monthly salaries only. They do not include housing, transport, medical benefits, security, travel allowances, gratuity or other employment benefits that accompany many of the offices.
With the new salary structure taking effect in July 2026, these ten positions stand as the highest-paid offices in Uganda’s public service, reflecting both the weight of their responsibilities and the premium the government places on the institutions they lead.
