Public Service Plans to Increase All Government Employees’ Salaries Starting July 2025

Public Service plans to increase all government employees’ salaries in the next financial year (FY2025-2026) starting July 2025, as part of efforts to motivate staff to improve service delivery.

The move is also aimed at addressing some key salary disparities such as those between civil servants who have the same academic qualifications and experience yet earn differently.

The Ministry of Public Service is seeking Shs688.9bn to implement planned salary enhancement across board, with the aim of  ensuring that all public servants in the country get a share of the money in terms of increment.

According to the 2025-2026 Ministerial Policy Statement which the Committee on Public Service presented to Parliament on April 09, 2025, there is need to find funds to increase civil servants’ salaries to boost the morale of staff.

“In FY2025/26, the Ministry plans to continue implementing the salary enhancement strategy, which requires UGX688.9 billion to close wage gaps in key sectors. However, this funding has not been allocated in the proposed budget,” Ojara Mapenduzi, the Public Service Committee Chairperson, said.

“While this phased approach demonstrates Government’s commitment to improving public servants’ welfare, the lack of allocated funds raises concerns about its feasibility. Without proper financing, salary disparities may persist, undermining morale, productivity, and service delivery.”

Whether the planned increment of all government employees’ salaries will be implemented will depend on availability of funds. As things stand, no such funds have been confirmed as available for salary enhancement across board.

It should be remembered that in recent years, the Museveni government has prioritized scientists over their counterparts with qualifications in humanities.

Also, when it came to salary enhancement, government focused on sectors like health and education, which it considered key for national development.

But the Public Service Committee expressed concern that raising salaries of scientists alone would demoralize other government employees and affect service delivery.

“Every worker plays a critical role in their field. Prioritising one group over others may breed dissatisfaction across the public service,” the committee said in its report.

“Salary enhancements should be implemented equitably and sustainably to avoid over commitment and under delivery.”
