New RDCs’ List Reports: Minister Babalanda Clears Air

KAMPALA — The Minister for the Presidency, Milly Babirye Babalanda, has cleared the air on reports that President Yoweri Museveni has reshuffled Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), their deputies and assistants.

The clarification follows the circulation of what appeared to be an official list on social media, triggering speculation that hundreds of presidential representatives had been transferred, replaced or newly appointed across the country.

RDCs and RCCs are the President’s representatives at district and city level. They oversee the implementation of government programmes, coordinate security matters and monitor service delivery, while their deputies and assistants support them in carrying out those responsibilities.

Over the years, reshuffles involving the offices have generated significant public interest because they directly affect local government administration and national policy implementation.

Previous reshuffles have seen dozens of officials transferred, dropped or newly appointed by President Museveni.

The Office of the President moved swiftly to calm the growing uncertainty, stressing that no such reshuffle has taken place and urging Ugandans to rely only on official government communication.

Despite the viral nature of the purported reshuffle document, Babalanda said there has been no change whatsoever in the current deployment of RDCs and related officials.

Only after concerns had spread online did the minister issue a detailed public statement dismissing the reports.
“To the general public! My office has noted with concern a list currently circulating on various media platforms and social media purporting to be a ‘Reshuffle of Resident District Commissioners, Resident City Commissioners, Deputies, and their Assistants by H.E. the President,” wrote Babalanda.

She continued by assuring the public that neither her office nor the President had sanctioned the document.

“The Office wishes to inform the general public, all RDC/RCCs, Deputies, Assistants and all stakeholders that the list trending is fake, malicious, and has not been issued or authorized by H.E. the President of the Republic of Uganda.”

Babalanda further emphasized that the constitutional authority to appoint or transfer RDCs remains solely with the President and that no such exercise has been undertaken.

“No reshuffle has been effected. H.E. the President has not appointed or transfered any RDC at this time. Appointments remain the prerogative of the Appointing Authority in line with Article 203 of the Constitution of the Republic of Uganda.”

She concluded by urging the public to ignore the circulating list.

“The public is therefore advised to disregard the circulating list and treat it as the work of individuals’ intent on causing confusion, anxiety, and disaffection among public officers and citizens.”

The statement is expected to put to rest speculation that had spread rapidly across social media platforms, where many users had already begun sharing the purported list as an official communication.

Government has consistently advised the public to verify information relating to presidential appointments through official channels, warning that fake appointment lists and false notices have become increasingly common online.
