About a month before he was murdered around Matugga, Wakiso District, Bukwo District Chief Administrative Officer (CAO) Charles Ogwang had been reported to Raphael Magyezi, President Museveni’s minister for Local Government.
Ogwang had replaced Swaibu Balaba, who was interdicted over corruption. But months after Ogwang took over, Bukwo District LCV Chairman Julius Chelimo petitioned Minister Magyezi for hiring a worse CAO than the interdicted one.
Here is what LCV boss Chelimo told Magyezi in his letter dated June 11:
Sir, I would like to appreciate you for the support you gave us early this year as far as fighting corruption is concern. Mr. Swaibu Balaba the then acting CAO was replaced by Mr. Ogwang Charles as Ag CAO Bukwo district. We thought things would change as he used a Jesus approach but later tuned to be the follower of Lucifer to the level than he became worse than delivering services.
His being in office has become very irregular of late and even if since he assumed duty he has not written a note informing my office about his movement yet I am his immediate supervisor and when I call him to inquire about his whereabouts for official duty, he either becomes arrogant or constantly deceives. He only sneaks in when I am out for official duties and that is what he targets.
He has severally failed to instruct some of the technical people to conduct a joint monitoring of projects to assess the progress ahead of closing the financial year especially in health and education.
Lifting of interdictions without following procedure.
Witch-hunt of my opponents instead of treating each employee especially.
He has worked with human resource officers to chop salaries of my relatives monthly without justifiable cause.
He failed to discipline or caution errant officers even if there are many grounds.
He declares positions to DSC without council and DEC minute.
Solves issues raised by lower local government himself yet the issues are addressed to my office hence need to involve all the DEC members against section 17(e) of Local Government Act Cap 243
Send names of some of the statutory bodies to line ministries with forged DEC minutes’ or edited DEC minutes contradicting section 17 (d) of the LGA cap 243
Organizing handover of the district project in the district without involving DEC or line minister for that department hence making lives of executive very difficult
Buying of the councilors to defend them in council especially the focal ones.
He has involved himself in politics to fail my government instead of delivering services
Declaring positions without DEC minute
He is doing all the contracts with the technical people hence contradicting PPDA regulations.
He uses the secretary district service commission to fix his interest on the suspicion of ‘exchange of money for jobs. ‘
His assumption of office has made much of the local government land to be grabbed. He connives with land grabbers. When called upon does not take action yet he is the custodian of the property at the district, including failure to discipline Dr. Barteka who has grabbed health centre land adjacent to the district headquarters and fenced it off.
Doctoring of DEC minutes to suit his interest. We have come as DEC to resolve the he signs all the pages in the DEC minutes.
Ogwang was shot at and his car burnt in Wakiso District. He passed on at Bombo Military Hospital on July 09. (Read Story Here).
