Museveni Sends Internal Affairs Permanent Secretary Lt Gen Musanyufu, Police Undersecretary on Forced Leave Over CCTV Camera Corruption Allegations

President Yoweri Museveni has ordered the Permanent Secretary in the Ministry of Internal Affairs, Lt Gen Joseph Musanyufu, and Police Undersecretary Aggrey Wunyi to proceed on forced leave for six months over alleged corruption linked to the maintenance of Uganda’s national CCTV and command centre project.

The directive is contained in a May 23, 2026 letter addressed to Head of Public Service and Secretary to Cabinet Lucy Nakyobe Mbonye.

In the letter, Museveni said he had received “a report from Major-General Kahinda Otafiire regarding the corruption in the Ministry of Internal Affairs and the Uganda Police in the matter of maintenance of the Police cameras.”

The President explained that the CCTV project was initially introduced to combat rising crime levels in Uganda, saying he had personally “arranged with Huawei to supply road cameras to Uganda to fight the rampant crime of that time.”

Museveni noted that after Huawei faced sanctions from the United States and European Union in 2019, the company “tactically decided to rely on a private Ugandan Company to do the maintenance and repair of cameras.”

According to the President, Dealan Associates Limited, “owned by some Ugandan Scientists,” was selected by the Ministry of Internal Affairs to handle the maintenance works.

The letter further states that at one point there was no funding available to pay the contractor, prompting intervention from then Internal Affairs minister Maj Gen Kahinda Otafiire.

“Major-General Kahinda Otafiire liaised with Ministry of Finance and they got Ug. Sh.31.37 billion from Ministry of Finance to do that,” Museveni wrote.

However, the President alleged that despite the release of the funds, the contractor was never paid because “the Ministry officials, through a middleman, Hassan, were demanding for bribes.”

Museveni subsequently directed that Lt Gen Musanyufu and Wunyi vacate office temporarily as investigations continue.

“I now direct that the Permanent Secretary, Ministry of Internal Affairs- Lt. Gen. Joseph Musanyufu and the Under-Secretary Police, Mr. Aggrey Wunyi, go on forced leave for six months as the Anti-corruption Unit is investigating their matter to its conclusion,” the President stated.

He also ordered that “Hassan Serunjogi should be charged if the evidence is there” and directed that “Barbra Katisi, of Dealan Associates Limited, should be paid her money.”

The development adds to growing scrutiny over the management of public funds tied to Uganda’s security infrastructure projects, particularly the multi-billion-shilling national CCTV surveillance system introduced in recent years to strengthen crime prevention and investigations.
