President Yoweri Kaguta Museveni used his end of year address to announce a ban on police bond for Village thieves, order RDCs to crack down on theft of coffee, and to threaten to bring back LDUs.
In his end of year speech delivered from his country home of Rwakitura in Kiruhura District, Museveni noted that there was rampant stealing of cattle, goats, and coffee, and blamed the soft handling by the police and the courts of such criminals through giving them police bonds and court bails.
He said he had discussed the matter of the issuance of bail with the Chief Justice but had I have raised the issue of “banned” the issuance of police bonds because he had powers over the forces.
Museveni made it clear that there would be consequences for police officers who defy his orders and go ahead to give bail to suspects.
The president was particularly unhappy about the practice of harvesting immature coffee.
“I recently got a report from an attendant of the advanced military course at the National Defence College, Njeru, following their field research. In the research, they noticed some people drying green coffee harvested prematurely,” narrated Museveni.
“When they inquired, they were told by the Wanainchi that nibatangatangana (to compete with some other People as to who would do something first) with the marijuana- smoking youth that idle in the Trading Centres doing nothing and, then, steal People’s coffee at night.”
He then wondered why the Resident District Commissioners (RDCs), their deputies and assistant RDCs had not taken interest in handling the issue of village thieves.
“What are the RDCs doing? Why do they not engage these youth to direct their efforts towards honest work?” Museveni wondered.
Museveni threatened to bring back LDUs and the UPDF to crack down on village thieves.
“How about the Police? If the concerned People do not act, I will involve the UPDF to empower all the wealth creators –farmers, etc – to guard their property by activating the vast militia of our LDUs. It will not be good for those thieves. This harvesting of immature coffee will affect the quality of our coffee. It is not acceptable,” he added.
