Haruna Kasolo
KAMPALA, Uganda — President Yoweri Kaguta Museveni has appointed Haruna Kyeyune Kasolo, the Minister of State for Foreign Affairs, as the Acting Minister of Foreign Affairs, according to a presidential letter dated June 22, 2026.
The appointment comes at a time when the Ministry of Foreign Affairs is without a substantive minister, following recent changes in government. Foreign affairs minister-designate Adonia Ayebare’s appointment was blocked over citizenship issues.
The brief but significant directive from State House gives Mr. Kasolo authority to oversee the ministry’s affairs until a substantive minister is appointed.
In the letter addressed to Mr. Kasolo, President Museveni invoked constitutional powers to make the appointment.
The President wrote: “In exercise of the powers vested in the President by Article 99(1) of the Constitution, I hereby appoint you as acting Minister of Foreign Affairs in the absence of a substantive Minister.”
The appointment letter, signed by President Museveni, was dated June 22, 2026 and addressed to Haruna Kyeyune Kasolo, the Minister of State for Foreign Affairs, and was copied to Vice President Jessica Alupo, Prime Minister Robina Nabbanja, Head of Public Service and Secretary to Cabinet Lucy Nakyobe, and the Permanent Secretary, Ministry of Foreign Affairs.
The appointment places Mr. Kasolo at the helm of one of Uganda’s most strategic ministries, responsible for managing diplomatic relations, regional cooperation, international treaties, and Uganda’s engagement with foreign governments and multilateral organizations.
For a few weeks, Kasolo has been serving as Minister of State for Foreign Affairs. His elevation to acting minister ensures continuity in the ministry’s operations while the government considers a substantive appointment.
Kasolo has spoken out on his appointment.
I am profoundly honoured by the trust and confidence reposed in me by H.E. President Yoweri Kaguta Museveni through my appointment as Acting Minister of Foreign Affairs. I extend my sincere gratitude to His Excellency for this opportunity to serve our nation in this capacity,” said Kasolo.
