President Yoweri Museveni’s ruling National Resistance Movement (NRM) has reshuffled sectoral committee chairpersons. Affected chairpersons are Budiope East MP Moses Magogo (Speaker Anita Among’s husband) who has been leading the ICT committee as chairperson.

Also dropped is Legal and Parliamentary Affairs Committee Chairperson Gomba West MP Robina Rwakoojo Gureme. Koboko Municipality legislator Dr Charles Ayume, who has been the chairperson of the Health Committee, has also been dropped. Also dropped is Bunyaruguru County MP John Ntamuhiira Twesigye who has been chairing the Education Committee.

Government Chief Whip Hamson Obua read the new names of new committee chairpersons and their deputies during plenary on July 23.

In June 2024, it emerged that the NRM’s Central Executive Committee (CEC) had resolved to fire all committee bosses after a significant number of allegations of corruption in committees.

NEW COMMITTEE CHAIRPERSONS

Sylvia Nayebare (Gomba DWR) is the new Chairperson of the Trade and Tourism Committee. The NRM party has also appointed Bukooli North MP Stephen Baka the Chairperson of the Legal and Parliamentary Affairs Committee. Soroti East MP Herbert Edmund Ariko is the new chairperson of the Committee of Environment and Natural Resources.

Former Ethics and Integrity Minister and Bufumbira East MP James Nsaba Buturo is the new Chairperson of Committee of East African Affairs. Shartsi Musherure, the Mawogola North MP and daughter to ex-foreign affairs minister Sam Kuteesa, is the new deputy chairperson of the committee of East African Affairs.

Bunya East MP James Kubeketerya, who has been the Vice Chairperson of the Education Committee is now the Chairperson of the same committee. Molly Asiimwe Musiime, the Rwampara District Woman MP, is the deputy chairperson of the Committee on Education.

Workers MP Agnes Kunihira is the new Chairperson of the Committee on Gender, Labour and Social Development while MP for Persons with Disabilities (PWDs) Laura Kanushu is the deputy chairperson  of the same committee.

Kwania County MP Tony Ayoo is the new Chairperson of the ICT Committee while Bunya South legislator Iddi Isabirye will be the deputy chairperson of the same committee.

Pius Wakabi has been appointed the new deputy chairperson of the Committee on Public Service and Local Government. Flora Natumanya is the Deputy Chairperson of the Committee on Presidential Affairs whose chairperson is Alex Byarugaba. Stephen Baka, the Bukooli North MP, is the new Chairperson of the Legal and Parliamentary Affairs Committee.

The shakeup of committee bosses comes at a time Museveni has vowed to crush corrupt officials and MPs who connive with finance ministry officials to steal public funds. (See Details Here, There and Over There).

The reshuffle is also happening amidst the cooperatives compensation scandal that has seen five MPs and trade ministry permanent secretary Geraldine Ssali remanded over alleged theft of billions. (Read Stories Here, and There).
