KAMPALA — President Yoweri Museveni has appointed Juma Witonze as State Minister for Internal Affairs, effectively bringing to an end Dr. Lawrence Muganga’s bid to join Uganda’s Cabinet after months of uncertainty over his eligibility to hold ministerial office.
The appointment closes a chapter that began in May when Museveni named Dr. Muganga, the Vice Chancellor of Victoria University, as State Minister for Internal Affairs in his new Cabinet. The nomination was widely seen as a major transition for the renowned academic from higher education leadership into national politics.
However, Muganga’s appointment soon ran into legal hurdles after Parliament’s Appointments Committee raised concerns regarding his citizenship status during the vetting process. The committee declined to approve his appointment alongside the majority of the President’s ministerial nominees, citing unresolved constitutional and legal questions.
As a result, while dozens of Cabinet ministers were sworn in at State House, Entebbe, Dr. Muganga remained among the few nominees who did not take the oath of office pending further guidance from the relevant government authorities.
In the weeks that followed, government officials indicated that consultations involving State House, the Solicitor General and the Head of Public Service were underway to determine the way forward. The prolonged delay fueled speculation over whether Muganga would eventually assume office or be replaced.
Those questions have now been answered.
President Museveni’s appointment of Juma Witonze to the ministerial position signals that the government has moved on from Muganga’s stalled nomination, bringing finality to one of the last unresolved Cabinet appointments.
Dr. Muganga had previously defended his eligibility and maintained that he had complied with the applicable legal requirements. He also expressed his readiness to serve the country should his appointment be cleared.
Nevertheless, the concerns raised during the parliamentary vetting process remained unresolved, preventing him from joining the rest of the Cabinet.
Before his nomination, Muganga had built a reputation as one of Uganda’s best-known education leaders, serving as Vice Chancellor of Victoria University and championing reforms aimed at transforming higher education through innovation, technology and practical learning.
His appointment to Cabinet had been viewed by many as an opportunity to bring his experience in academia into government. However, the legal questions surrounding his eligibility ultimately overshadowed those expectations.
With Juma Witonze now appointed State Minister for Internal Affairs, the government has filled the vacancy and brought an end to months of uncertainty surrounding one of the most closely watched ministerial appointments in President Museveni’s new administration.
