GANJA GROWING ALLOWED! Otafiire Grants Private Company License to Grow Cannabis

Internal affairs minister Maj Gen (Rtd) Kahinda Otafiire has allowed ganja growing in at least two districts of Uganda after granting a private company license to grow cannabis.

Last month, the directors of Bright Sparks Farm Limited, applied to Minister Otafiire for a licence for growth, procession and exportation of medicinal cannabis.

“Reference is made your Application dated 10th June 2025 for grant of a licence to grow, process and export medicinal cannabis,” Otafiire wrote back to Bright Sparks Farm Limited directors on July 21, 2025.

“An experimental Licence to grow cannabis is granted…”

Bright Sparks Farm Limited was granted the experimental licence to grow cannabis on four conditions.

The company is supposed to grow cannabis in Kisweramindu, Lwampanga, Nakasongola District and Muwanya, Bulemezi, Luweero District.

Bright Sparks Farm Limited must also cooperate with the Uganda Police Force Rules and Regulations on the growth and procession of cannabis.

It must also do its work of growing weed “in line with existing controls, the Uganda Police Force will supervise your operations as mandated.”

Minister Otafiire also made it clear that “the Licence is not transferable nor [is] change of location [allowed].”
