Former Buganda Kingdom Minister and Lawyer Peter Muliira Dead, Eulogized for Speaking His Mind

Former Buganda Kingdom minister and lawyer Peter Muliira is dead. Key in efforts for the restoration of Buganda Kingdom, Muliira served as minister for heritage, palaces, royal tombs, tourism and security at Mengo under Kabaka Ronald Muwenda Mutebi II.

Born to Eldard and Rebecca Muliira (daughter to Ham Mukasa), Peter Muliira was grandson to Ham Mukasa.

Ham Mukasa was a former Ssekiboobo or chief of Kyaggwe, and a famous figure in Buganda’s history, who among other things was instrumental in the signing of the Buganda Agreement of 1900 and is praised for donating land for the establishment of Bishop Tucker College, now Uganda Christian University (UCU).

Peter Muliira was a vocal critic of controversial constitutional amendments. Peter Mulira and others represented the Uganda Law Society (ULS) in Uganda Law Society v AG (Constitutional Petition No. 18 of 2005), a landmark case that affirmed that military interference and unlawful military trials of civilians were violations of liberty, fair trial, and jurisdictional limits.

He also presented views before judicial commissions, including Justice Catherine Bamugemereire land probe. He vehemently opposed the abolition of Mailo land tenure system.

Buganda Katikkiro Charles Peter Mayiga described Muliira as someone who was outspoken and valued research as key input for what he wrote or said.

Human rights lawyer Eron Kiiza described Peter Muliira as one with “a sharp mind” that served Uganda and Mengo, speaking his mind and showing young legal minds the way.

“The late Peter Mulira was an astute lawyer blessed with a sharp mind which he put in service of his nation, Uganda; and his people of Buganda Kingdom.  He was a fine example to young lawyers. He wielded the law against corruption, oppression and injustice,” wrote Kiiza.

“He spoke his mind through his legal practice, his leadership and his pen. Remarkable and consequential lawyer. God bless his soul.”
