President Yoweri Kaguta Tibuhaburwa Museveni seems to have completed his quest to become National leader after securing Jacob Oulanyah’s election as Speaker of Parliament, political commentator Andrew Mwenda has argued.
On May 24, Oulanyah defeated his hitherto boss Rebecca Kadaga in a speaker election that had threatened to destroy the ruling NRM party.

Oulanyah’s win, coupled with the reign of Alfonse Owiny-Dollo as chief justice means that northerners control two arms of government – the legislature and Judiciary, respectively – leaving the executive to Museveni, a southerner.

Mwenda believes that the elevation of Oulanyah seals Museveni’s new identity as National President.
He adds that Oulanyah’s rise is also a huge step in the reconciliation between the North and the Museveni Government.
“Oulanyah’s election as speaker completes Museveni’s long journey from a president for the south to a national president,” argued Mwenda.
“It also completes the reconciliation with the political north, most especially Acholi region which fought him in a 20-year bloody civil war.”
