State House Anti-Corruption Unit (SH-ACU), Criminal Investigations Directorate (CID) of the Uganda Police Force and the Office of Director of Public Prosecutions (ODPP) have arraigned three Fort Portal City officials before the Anti-corruption Court on charges of abuse of Office. The charges relate to recruitment of public officials despite a freeze on the same.
The city officials are Richard Kagaba Ndora, the former acting Deputy Town Clerk; Susan Kyomuhendo, a Senior Assistant Secretary to the City Service Commission; and Ben Mutooro Musinguzi, an office assistant who also serves as an assistant records officer.
Prosecution alleges that Kagaba, Kyomuhendo and Musinguzi, between November 2022 and July 2023, abused their offices by forging and issuing appointment letters to 23 applicants without clearance from the Public Service.
The said letters were backdated to June 29, 2023, to evade a circular which had been issued on June 30, 2023, by the Ministry of Public Service, which suspended all recruitments that lacked clearance.
The suspects disregarded several earlier circulars from the Ministry of Public Service and the Public Service Commission that provided guidance on proper recruitment procedures.
They were remanded until Wednesday, December 04, 2024 when they will return to court.
