Details Emerge on How Bweranyangi Girl Landed Bushenyi RDC Robert Atuhairwe in Trouble

Atuhairwe to Defend Himself Before Sanctions Committee

A senior three student at Bweranyangi Girls SS has landed Bushenyi Resident District Commissioner (RDC) Robert Atuhairwe in trouble. As a probe into the matter starts, Bushenyi RDC Robert Atuhairwe risks losing his job and facing courts.

RDC Robert Atuhairwe is now a subject of investigation by the President’s Office. His woes relate to an alleged love relationship with an S3 student at Bweranyangi Girls SS.

It is said that it all began the Bweranyangi girl bragged among her peers how RDC Robert Atuhairwe was her boyfriend. That the girls could not believe that their classmate was dating the Bushenyi RDC.

That the girl would call RDC Robert Atuhairwe in presence of her peers and the two went to talk like real lovers. And that being the girl’s birthday on that 27th day of September, RDC Robert Atuhairwe would soon arrive at the gate in company of his guards, to deliver a cake for his lover.

As the students, now labelling and addressing RDC Robert Atuhairwe as their brother-in-law, and the teachers were still coming to terms with the shocking birthday celebration and revelation of a relationship between an S3 student and president Museveni’s representative in Bushenyi, the bishop of West Ankole Diocese, Johnson Twinomujuni, is said to have got wind of the matter and intervened.

Soon, parents would learn of the incident and complain about powerful people preying on their daughters. Once the President’s Office received reports of the incident, RDC Robert Atuhairwe was directed to file a response.

On October 13, Yunus Kakande, the Permanent Secretary in the Presidency Ministry, wrote to Bushenyi RDC Robert Atuhairwe informing him of intention to take disciplinary action against him.

He referred to his personal statement dated October 10 to Presidency Minister Milly Babirye Babalanda, regarding the incident at Bweranyangi Girls SS in Bushenyi District.

“The allegations against you are serious in nature, therefore warrants your proper and detailed explanation,” Kakande wrote.

“When I perused through your personal statement, I found a lot of gaps and uncoordinated story which brings doubt into the mind of the right-thinking member of the public. Take note that as a public servant, you are governed by Public Standing Orders (2021) and code of conduct, ethics and integrity in the public service. Therefore, leaving such allegations without invoking the law and regulations compromises the integrity of the presidency and service at large.”

He added that Atuhairwe’s actions “bring the service into disrepute” according to the Public Service Standing Orders (2021) and that “this tantamounts to misconduct which may also result into a criminal matter.”

Kakande, the secretary to the presidency, also announced the decision to suspend RDC Robert Atuhairwe for six months pending investigation into the allegations against him.

“As a result, the Office of the President has directed that Mr Atuhairwe step aside from his duties as RDC while an investigation and disciplinary procedures are conducted, with a conclusion expected within six months,” wrote Kakande.

“During this period, Mr Atuhairwe’s office will be handed over to the Deputy RDC, Mr Kasigazi William Donanto, and his monthly facilitation allowance will be suspended effective 1st November 2024.”

RDC Robert Atuhairwe is now expected to use a week and a half to file a defense and wait to appear before the Rewards and Sanctions Committee to defend himself.

“Your explanation which shall be considered as your written defence shall be used during the proceedings against you, by the Rewards and Sanctions Committee of the Office of the President, if a prima facie case is proved,” Kakande further informed RDC Robert Atuhairwe.

“This should reach this Office within 10 days from the date of this letter. Therefore, at an appropriate time, you will be summoned to appear physically and defend yourself.”

Depending on his defence, the RDC could officially lose his job or even face charges in courts of law. A few months ago, another RDC was suspended for calling Speaker Anita Among ‘corrupt and murderer’ and refusing to apologize. (See Details Here and There).

The RDC would later claim that that his life was in danger, telling Ugandans that they should not ask what and who killed him when he dies. (Read Stories Here and There).

Meanwhile, Minister Kahinda Otafiire weighed in, saying demanding accountability is not hate speech or crime. (See Details Here).

Not so many kilometers from where trouble is brewing for RDC Robert Atuhairwe, the Mbarara City RCC has warned all Banyankore wishing Museveni exit that they will regret when he leaves.

This RCC has also said she knows she has will lose everything when Museveni leaves power. (Read Details Here and There).
