CONFIRMED: IGG Starts Investigating Anita Among Wealth as 61570 Government Employees Risk Job Loss for Refusing to Declare Wealth

Inspector General of Government (IGG) Justice Aisha Batala Naluzze has confirmed that she has launched investigations into Speaker of Parliament Anita Annet Among wealth following allegations of breaches of the Leadership Code Act, after receiving a formal petition from a group of lawyers and anti-corruption activists.

Justice Naluzze said she has already directed the commencement of inquiries into the complaint and will communicate the findings once investigations are concluded.

She also urged members of the public to continue reporting suspected cases of corruption, unexplained wealth, and misconduct among public officials, stressing that the Leadership Code applies to all leaders without exception.

Naluzze noted that the Leadership Code requires leaders and public officers to declare their incomes, assets, and liabilities within the time outlined in the law, with the aim of fighting graft and strengthening governance.

The IGG has also revealed that 61,570 public officers failed to declare their income, assets, and liabilities during the April wealth declaration exercise. Out of 302,800 officials required to comply, only 241,230 fulfilled the legal requirement within the stipulated deadline.

Addressing the media at the Uganda Media Centre, on the outcome of the Declaration of Public Officers 2026, Naluzze said compliance rate with this requirement was at 80 per cent. She juxtaposed this performance with initial declaration exercise conducted in 2021 which the Covid19 pandemic disrupted where 185,000 out of 202,140 public officers declared their assets. Then, compliance was at 75 per cent.

Preparations for the April 2026 declaration exercise, the IGG further noted, included harmonization of public officers’ data with the Office of the Public Service as well as an update of the Inspectorate of Government ODS register to improve efficiency and accuracy.

Next was the nomination of focal persons and IT support officials from ministries, departments, agencies, and local governments who would support public officers throughout the declaration process.

For regional offices, the IG recruited and sent graduate trainees to help local governments by providing technical support during the declaration exercise.

Justice Naluzze warned that those who failed to comply risk disciplinary action, including appearance before the Leadership Code Tribunal. She said sanctions may include demotion, fines, dismissal from public service, or imprisonment depending on the findings of individual cases.

She added that the Inspectorate will now move to compile lists of non-compliant officers across government institutions, with accounting officers required to justify the failures and ensure corrective action is taken.

The latest developments come amid heightened public scrutiny of wealth and lifestyle allegations involving senior officials, including Speaker Anita Annet Among, who has recently faced claims over alleged ownership of luxury assets such as a Rolls Royce and questions regarding property ownership in the United Kingdom. She has previously dismissed such allegations as politically motivated and lacking evidence.

Anita Among is also facing trouble in her race to retain the speakership. Rising to parliament’s top seat in 2022 following the death of Jacob Oulanyah, Anita Among was favorite to become 12th parliament speaker until recently when the Rolls Royce scandal forced fist son Gen Muhoozi Kainerugaba of the Patriotic League of Uganda (PLU) to withdraw support for her.

During a meeting at State House on May 14, the issue of Anita Among’s UK house and Rolls Royce came up with the president reportedly presenting evidence to pin the speaker, even as the speaker fought back accusing Rebecca Kadaga of fighting her, and calling for NRM CEC to be the one to decide on speaker flagbearer.
