RDC Drags Secretary to Museveni Over Chicken

A seemingly routine gift of two chickens has sparked an official misconduct complaint in Ntungamo District after the Resident District Commissioner (RDC), Miriam Mugisha Kagaiga Mbaze, accused her secretary of allegedly taking possession of the birds instead of preserving them for their intended recipient.

In a letter dated July 7, 2026, addressed to the Human Resource Office in the Office of the President, the RDC requested an investigation into the conduct of her secretary, identified only as Judith, saying repeated verbal warnings had failed to change what she described as deteriorating behaviour.

“I formally write to your office to report the continued misconduct of my secretary. Despite several verbal warnings and guidance provided to improve her conduct, her behavior has continued to deteriorate,” the RDC wrote.

According to the letter, the incident occurred on July 6, 2026, when a woman identified as Ms. Batabara Jackeline visited the RDC’s office carrying two chickens as a token of appreciation.

The RDC explained that she had previously assisted the woman in matters relating to a court case involving her biological son.

“A lady, Ms. Batabara Jackeline, visited the office to deliver two chickens to me as a token of appreciation. I had previously assisted her regarding court matters involving her biological son,” the letter states.

However, the RDC said she was attending a meeting at the district headquarters when the visitor arrived.

“She therefore handed the gifts to my secretary. Without my knowledge and consent, my secretary took possession of the gifts instead of safeguarding them until my return or informing me accordingly,” she wrote.

The RDC argued that the secretary’s actions amounted to a breach of professionalism and trust.

“Despite the guidance and repeated verbal warnings she has received regarding her conduct, there has been no improvement. Her actions demonstrate a lack of professionalism, respect and integrity, which are inconsistent with the standards expected of an employee,” the letter adds.

She asked the Office of the President’s Human Resource department to investigate the matter, including obtaining a statement from Ms. Batabara Jackeline, before taking any disciplinary action deemed appropriate.

“In light of the above, I respectfully request your good office to investigate this matter through Ms. Jackline and take disciplinary action in accordance with the organization’s policies and procedures,” the RDC wrote.
