
A group of Ugandan citizens has formally petitioned the Inspectorate of Government, seeking the release of wealth declaration details of Speaker of Parliament Anita Among over alleged breaches of the Leadership Code Act.
Coming amid heightened public scrutiny over wealth declarations and accountability of senior public officials in Uganda, the petition has been filed by Andrew Karamagi, Mercy Munduru, Kato Tumusiime, Gift Grace Achilla, Praise Aloikin, and Godwin Toko.

The petition, dated May 13, 2026, is addressed to IGG Lady Justice Aisha Naluzze Batala, and raises concerns about the Speaker’s compliance with statutory requirements governing the declaration of income, assets, and liabilities by public officials.
In their complaint, the petitioners reminded IGG Naluzze Batala of her responsibility and legal provisions requiring periodic wealth declarations.
“We, the undersigned, address Your Lordship in our dual capacity as citizens of Uganda and taxpayers, and as enabled by Section 21 of the Leadership Code Act, Chapter 33 of the Laws of Uganda. Your esteemed office is vested with jurisdiction by Section 8(d) of the Inspectorate of Government Act, Chapter 32 of the Laws of Uganda, to adjudicate this matter,” the petitioners wrote.
“Section 4 of the aforesaid Leadership Code Act, requires a leader to, every two years, during the month of March, submit to the Inspectorate a written declaration of the leader’s income, assets and liabilities in the prescribed form, breach of which attracts penalties, including demotion, dismissal from office, and forfeiture of the un- and/or underdeclared assets.”
The petitioners explicitly accuse Speaker Anita Among of of non-compliance, and express willingness to support investigations by the Inspectorate.
“We accordingly lodge this complaint regarding failure to declare and/or under-declaration of wealth by the aforementioned Anita Annette Among, and hereby request you, as provided for by Section 22 of the Leadership Code Act, to furnish us with her declaration, if any,” they further write.
“We, the complainants, are ready to assist your good office in conducting these investigations at the earliest time possible. We look forward to Your Lordship’s timely response as highlighted by your public undertaking during your inauguration to serve with integrity, professionalism and teamwork.”
The petition for the release of speaker’s wealth declaration details comes amidst the Rolls Royce sage.
Anita Among recently acquired a Rolls Royce estimated at about Shs3.5bn, according to reports.
The reported acquisition of a luxury Rolls-Royce by Anita Among has rapidly shifted from a lifestyle headline into a defining political controversy, placing her personal wealth at the centre of Uganda’s Speaker race.
Although Among reportedly said the expensive vehicle was a birthday gift, the revelation has sparked widespread scrutiny over the source of her wealth, particularly given her position as one of the country’s most powerful public officials.
The backlash has resonated strongly with the public, feeding into long-standing concerns about accountability and inequality. Critics argue that such displays of opulence are deeply out of touch in a country grappling with economic hardship.

The debate has since expanded beyond the car itself to broader questions about ethical leadership and financial transparency.
Crucially, the Rolls-Royce saga does not exist in isolation. It intersects with prior controversies surrounding Among, including sanctions imposed by both the United Kingdom and the United States in 2024 over corruption-related allegations.
These earlier developments have amplified calls for accountability, with critics now viewing the luxury vehicle as part of a wider pattern that warrants closer scrutiny. Issues of wealth declaration, tax compliance, and adherence to leadership codes have consequently returned to the forefront of national discourse.
Within the ruling National Resistance Movement (NRM), the controversy is beginning to reshape internal calculations ahead of the Speaker race.
While Among had previously appeared well-positioned to retain her seat, the scandal has introduced visible unease among sections of the political establishment. Signals from influential actors such as Muhoozi Kainerugaba suggest that what once seemed a settled contest may now be increasingly fluid. The Rolls-Royce issue has, in effect, become a potential political liability.
Muhoozi has withdrawn his support for Anita Among’s reelection bid even when the speaker insists on her performance record. President Museveni has also reportedly summoned Anita Among over her political future after Muhoozi rejected her. (See Details Here and There).
