
Former Criminal Investigations Directorate (CID) spokesperson Charles Mansio Twine says his social media accounts were hacked by some notorious people he once investigated. Twine faces a range of charges related to his social media posts, and links to a one Noah Mitala aka Noah Mutwe (referred to as Nuwa Mutwe in some court documents).
THE CHARGES

Last week, the Ugandan state arraigned Twine, Officer in Charge of Investigations at Parliament, and Mutwe, another of Robert Kyagulanyi aka Bobi Wine’s bodyguards, before the Buganda Road Chief Magistrate’s Court.
The duo faces charges of their alleged communications said to have been made via electronic devices between January 2024 and May 2025.
According to the charge sheet, Twine faces eight criminal counts, including incitement to violence contrary to Section 79(1) of the Penal Code Act Cap 128.
The state prosecution claims that Twine incited Mitala Noah aka Mutwe using “electronic social media messages… to attack and cause the death of the President of the Republic of Uganda, using pavers, by reason of his office or political opinion.”
Prosecutors also allege that Twine incited Nuwa Mutwe “to cause the death of General Muhoozi Kainerugaba, by reason of his office or political opinion.”
He also faces charges of h@te speech under Section 26(1)(c) and (2) of the Computer Misuse Act, Cap 96. The state claims that Twine used a computer to send or share information “to the effect that Rt. Hon. Anita Annet Among the Speaker of Parliament of Uganda, is a rotten human being and the chief sponsor of the kill!ngs and violence in Bukedea District, which information is likely to promote host!lity against the said Rt. Hon. Anita Annet Among.”
The other count is m@lic!ous information under Section 28(1) and (2) of the same Act. For this alternative charge, prosecution claims that Twine used a computer to disseminate information deemed malicious “about Rt. Hon. Anita Annet Among… to wit that she is a rotten human being and the chief sponsor of the k!llings and vi0lence in Bukedea District.”
Prosecutor further accuses Twine of calling Deputy Speaker Thomas Tayebwa “a money launderer, a masquerader and a fraudster” and for referring to General Muhoozi Kainerugaba as “a fat pig and a crook.”
The other allegation against Twine is that he called General James Birungi “a crook and a killer.
He is also accused of suggesting that “the Bahima are killers.” The state prosecutors argue that this label was meant to “promote hostility against the Bahima tribe.”
In another count , Twine and Mutwe allegedly conspired to “commit a felony to wit incite vi0lence against the President of the Republic of Uganda and General Muhoozi Kainerugaba, the Chief of Defence Forces.”
TWINE SPEAKS FROM PRISON
Twine says the office of the Inspector General of Police and the investigators did not do a good job on charges because he believes he would be crazy to use his social media to commit the crimes he is accused of.
“I D-ASP Charles Twiine, with all my years in service to commit such crimes? I have to be mad first before I commit them. It’s the reason I said, the IGP and the investigators should have done better. And I wanted to be polite,” Twine told journalist Andrew Irumba when he visited him in Luzira Prison on Tuesday, May 27, 2025.
Twine said he had not used his Facebook for five years since Commander-in-Chief (CiC) Gen Yoweri Museveni banned the social media app.
He says the account was hacked and that the one-way conversation were engineered to connect him to Mutwe.
“First of all, I was last on Facebook in 2020 before the CiC banned Facebook. As serving officers once the CiC speaks, you fall in. I have never been to Facebook again. So they hacked it, and used it to in-box up to 10 messages to Mutwe via Facebook messenger in order to link me to him,” Twine further told Irumba.
“But in all those 10 messages, there was no reply from Mutwe. So was that a conversation? Do you think I Twine, I can send 10 messages to Mutwe and he replied none, and I keep sending?”
He further alleged that those seeking to humiliate him use the people he used to investigate for cyber crimes.
“Now I am just learning that they have posted the same messages on my Twitter. Using known city serial hackers, whom I used to investigate by the way, arrest and charge,” he further said.
“So, the very people I used to hunt down for crimes related to cyber security are the same ones they are using to hack me and charge me. Yet I was doing state work, now the state is using the same criminals to get back to me for a job I have been doing to protect its interests. IGP should have done better, I repeat.”
