Uganda’s Electoral Commission (EC) has advertised vacancies for Sub-County Election Officers and Parish Election Officers as it prepares for the 2026 presidential, parliamentary and local council elections. The Sub-County Election Officers and Parish Election Officers will be key in the elections scheduled between January 12 and February 09, 2026.

Established under Article 60 of the Constitution of the Republic of Uganda and mandated to conduct public elections and referenda, the Electoral Commission has put out an external job advert for part-time or temporary employment, inviting applications from suitably qualified persons with proven integrity and initiative, results oriented, able to work in teams under minimum supervision, and excellent client care to fill vacant positions within its establishment.

For sub-county election officer jobs, the EC will recruit 2,300 Ugandans.  There will be one such officer per Sub-County. He or she will report to the Returning Officer and their duty station will be within the Sub-county. A sub-county election officer will have a three-month contract, “with a possibility of renewal,” according to the EC.

The key responsibilities for a sub-county election officer will include: administering all electoral activities in the sub-county; conducting voter education in the Sub-County; issuing out Voter Location Slips; updating the Voters Register; assisting in mobilizing people to turn up and participate in electoral activities; and conducting nominations, campaigns and polling day activities.

Other roles will include: making election activity reports to the Returning Officer; being responsible for Electoral Commission equipment and materials within the area of jurisdiction; participate in recruiting and training, registration, display and polling day officials; and ensuring that election materials reach polling stations on time.

A sub-county election officer will also be responsible for conducting publicity of electoral activities; providing information and statistics on voter registration, voting and elections; and any other official duties assigned from time to time. A sub-county election officers must be in possession of Uganda Advanced Certificate of Education (UACE) or its equivalent; should have high moral character and proven integrity; should be resident in the Sub-County for at-least three years; should be a registered voter; must have considerable knowledge of the electoral process in Uganda; should have a crime-free record; and experience in handling public affairs is an added advantage.

For Parish Election Officer, there are 10,717 jobs available. There will be one parish election officer per parish. He or she will report to the Sub-County Election Officer, with their duty station being within the parish. They will be hired on a three-month contract, “with a possibility of renewal,” according to the EC.

He or she will also be responsible for making election activity reports to sub-county Election Officer; being in charge of Electoral Commission equipment and materials within the area of jurisdiction; participating in recruiting and training, registration, display and polling day officials; ensuring that election materials reach polling stations on time; conducting publicity of electoral activities; providing information and statistics on voter registration, voting and elections; as well as any other official duties assigned from time to time.

A parish election officer should be in possession of Uganda Certificate of Education (UCE) or its equivalent; high moral character and proven integrity; should be resident in the Parish for at-least three years; should be a registered voter;  should have considerable knowledge of the electoral process in Uganda; and must have a crime-free record.

Both sub-county election officer and parish election officer must have the ability to command respect; have considerable knowledge and exposure to the electoral process; possess good communication, interpersonal and team-work skills; have the capacity to work with senior personalities in different occupations; have analytical and problem solving skills; possess the ability to train, and be able to work under tight deadlines.

Regarding the application procedure for the 13,000 EC jobs, the Commission has told interested and qualified applicants to submit hand written or typed applications clearly indicating the position applied for and area or district of work. The applicants are required to possess a National ID or a NIN, a comprehensive CV with two referees and day time telephone contact. The deadline for applications is before the first Monday of November 2024.

“All qualified persons are encouraged to apply with attachments of photocopies of certificates and Handwritten/typed applications, testimonials shall be submitted to the District Election Administrators of the area of interest in any case NOT LATER than Monday 4th November 2024,” the EC advert read in part.

“A short-list of candidates to appear for interviews will be pinned at the office of the District Election Administrator in your district. The date for conducting interviews will be communicated to you through the office of the District Election Administrator and through announcements on local radio stations. Successful candidates will be informed through the same office and will be issued with appointment letters.”

The commission added that successful candidates would be paid through e-cash, and that “applicants must possess a phone number registered on Mobile Money in their names.”
